Jim says he would also like to see the venue used as an events centre, where regular events could be held and also has ideas that it could accommodate an indoor small children's leisure facility.
He explained: "I visualise new businesses that Crediton does not already have, maybe in the form of a market/pannier or arcade style venue, something new, inspirational and affordable to the people of Crediton."
He is appealing for members of the public to support his idea that a social enterprise be formed to run the venue.
He added: "The idea of a social enterprise would mean that after paying wages for those involved all profits would be ploughed back into the project to help it grow.
"The reinvested money would have limitless possibilities to help the people of Crediton and ultimately giving the young, the unemployed and budding entrepreneurs an opportunity or a stepping stone into the world of self employment."
Mr Thatcher suggests government-based opportunities could assist them financially in starting a new business, such as the Prince's Trust.
He said he anticipates anything from 20 to 40 new businesses could be established and use the venue, suggesting first refusal be given to local businesses.
