AND OBJECTS TO HIGHER ROAD PLAN

CREDITON Hamlets Parish Council meetings were held on June 4 and July 2.

The Council considered the following Planning Applications:

Application 17/02061 - for the remodelling and modernisation of existing garden centre following demolition of existing structures, to include erection of retail areas, café and warehouse, formation of new vehicular access and provision of parking and landscaping. It was resolved to support this application following a site visit by councillors.

Application 18/00451 - for outline planning for the erection of five dwellings with associated landscaping and relocation of access into Homelea. Councillors resolved to object to this application. Councillors said that there was no support for the application in its present form and agreed that the barns needed to be taken down to bring the site down from the hill, the hedge needed to be taken down to improve visibility with the access placed in the middle of the site and a footpath provided back into Yeoford in the field opposite to the site to enable safe passage into the village.

Application 18/00680 - for extension and re-landscaping of car park and alterations to hole 10 fairway and hole 12 tee and fairway at Downes Crediton Golf Club. It was resolved to have a site visit with the Planning Office, Councillor Nick Way (Devon County Councillor) and the agent. This site visit had not been arranged by July 2 as the Planning Officer was awaiting further information from the agent.

Application 18/00786 - outline planning for the erection of up to 65 dwellings, open space and ancillary works and associated infrastructure, including access at Higher Road, Crediton. The council was being consulted as a neighbouring authority and resolved to object to this application on the same grounds as the council gave for the Chapel Downs Farm planning application which was a particular concern about the increased volume of traffic from the proposed development site, which would significantly exacerbate the problems at pinch-points in the road.

Application 18/00959 - erection of single storey extension to south elevation at Higher Town Barn, Woodland Head. The council resolved to support this application.

Application 18/00942 - erection of dormer roof extension at Higher Dewsmoor, Barnstaple Cross. The council resolved that it had no objections to the alterations but concern that the building may not have planning permission for full-time residence.

PLANNING DECISIONS

Planning Decisions: The following applications had been approved with conditions as filed

18/00506 - Change of use of agricultural land to domestic garden and erection of single storey garage and living room extension at Folly View, Uton; 18/00530 - Erection of extension to provide WC facilities at Holy Trinty Church, Yeoford; 17/01988 - Erection of an agricultural worker’s dwelling at Lower Demmits, Posbury; and 18/00418 - Change of use of land from agricultural to equestrian, erection of stable block and construction of manege at Woodland Cross.

Notification of Appeal: Mid Devon District Council had advised that an appeal had been made to the Secretary of State in respect of the decision to refuse the following application: 17/01504 - erection of dwelling and construction of a new vehicular access following demolition of skittle alley, garage and store at the Mare and Foal, Yeoford. The council resolved to submit all the council’s comments again and to add that it is a flood plane and to question the quality of life if the occupants are living in a pub car park.

Notice to Dispose: It was noted that a notice had been received to dispose of the community asset – Mare and Foal, Yeoford. The notice has been placed on the Yeoford noticeboard.

FUNDING

Section 106 monies: The council resolved that it would make two applications for funding for the Yeoford Play Area and would ask that targeted funds be used to improve the Tuckers Meadow Play Area. MDDC responded that this Play Area had limitations and councillors then asked that the targeted funds be used for the Play Area at Landscore School which is open to the parish.

General Data Protection Regulations: The council agreed an implementation plan for these new regulations and implementation had begun. The council appointed the clerk to undertake the functions of the Data Protection Officer.

Roads and Footpaths: Cllr Brimacombe reported that the Binneford Cross signpost had now been repaired and returned to site. The clerk was asked to send a letter of thanks and a cheque to John Painter for his work.

The clerk has created a Report a Problem poster for the council noticeboards so that everyone in the parish knows how to do this when they notice an issue with roads and footpaths. As many people as possible need to report problems if they see them. The more reporting the same problem the better!

BUS SHELTER

Bus Shelter for Yeoford: The council is keen to get suggestions from the parish about where a bus shelter could be located. Please contact the clerk if you have any ideas.

Defibrillator: Cllr Brimacombe reported that the school was now insuring and maintaining the defibrillator. It is registered with SW Ambulances. A code is required to unlock it and councillors wondered whether this was necessary. Councillors also said that they hoped training could be arranged for the parish.

Communities Together Fund: This now replaces the TAP Fund and requires two groups to work together to make a bid for the fund and to demonstrate that the grant would benefit more than one parish.
