CREDITON Hamlets Parish Council met on the December 3 and January 7 at Crediton Council Chambers.

Planning Applications: 18/01800 Construction of an on-farm anerobic digestor plant and associated infrastructure on land east of the Lords Meadow Industrial Estate.

The council received a presentation from the applicant and determined to make a site visit. This did not take place but the council had a number of concerns which it resolved to put to the Planning Officer.

The council resolved to support the following applications 18/0161: Erection of front porch and installation of flue at Blackdown Barton. 18/01697: Conversion of barn to holiday accommodation on Land at Summerhill Farm. 18/01830 Conversion of agricultural building to two dwellings (revised scheme) at Westacott Barton. 18/01621: PN for the Change of Use of agricultural building to dwelling under class Q on Land at Beare Mill Farm. 18/01618: Erection of front porch and installation of flue at Blackdown Barton, Crediton. 18/00459: Outline for the erection of five dwellings with associated landscaping, access and relocation of access at Hill Barton Farm. 18/01556: Erection of a roof over existing slurry store at Home Farm, Yeoford.?Planning Decisions: Mid Devon District Council had approved the following applications: 18/01472: LBC for amendments to planning permission 17/00221 on Land and buildings at Cob barn, Woodland Head. 18/01365l: Erection of roof over yard at Home Farm. PN for the Change of Use of agricultural building to dwelling under class Q on Land at Beare Mill Farm. 18/01618: Erection of front porch and installation of flue at Blackdown Barton, Crediton. 18/00459: Outline for the erection of five dwellings with associated landscaping, access and relocation of access at Hill Barton Farm. 18/01556: Erection of a roof over existing slurry store at Home Farm, Yeoford

MDDC had determined that the following was not permitted development: 18/01730/1: Prior Notification for the erection of an agricultural storage building on Land at Kemylford Cross.

Crediton Garden Centre Planning Application: The chairman reported that he supported this application at the MDDC Planning Committee but it was refused by the committee.

Precept and Budget: The council agreed the budget for 2019/20 and agreed that the precept would be increased to £9,500 to cover the council’s increased costs, the cost of an election in May should one be required and the increased demands on the clerk’s time.

Data Protection and Freedom of Information: The council approved policies to bring them up-to-date with this legislation.

Roads and Footpaths: The council considered a number of issues regarding local roads, gullies, and footpaths which the clerk and Cllr Nick Way (Devon County Council) were asked to raise with Devon Highways. Yeoford School Outdoor Class Room: Cllrs Stevens and Beasley had visited the site and the council resolved that it supported the project.

Mid Devon Mobility/Crediton Community Transport: The council awarded £100 grant to the charity.

Local Churchyards: The council granted £150 to the three local churches for the churchyards.

Councillors reports: Cllr Vigers raised a concern about refuse collection and the requirement that refuse should not be put out earlier that 6pm the night before the collection even though it is dark by 4.30pm. Cllr Price said that he was working with Cllr Way on a “20 is Plenty” sign for Yeoford and still considering where a bus shelter might be sited in Yeoford.
