The service is held at different centres around the Mid Devon Scout area, which stretches from Okehampton to Chulmleigh. It was held at Crediton this year to mark the town Scouts' centenary.
During the service a kneeler, designed and made by Robin Langhorne, was dedicated by the Rector of Crediton, the Rev Nigel Guthrie. Robin has made 18 kneelers for the church since joining its kneeler group about 15 years ago.
"It began with Muriel Foden," he said. "There was an appeal for people to join them, I thought I would quite like to join, I have things at home I have made. It is something I can do whilst I am watching television.
"George Davey, Assistant District Commissioner of Mid Devon Scouts, asked me to do a kneeler to mark the Scout centenary," said Robin.
During the service Tedburn St Mary and Cheriton Bishop Scout Leader Roger Wickham was presented with the Chief Scout's Commendation for good service and Ian Perrior, Leader North Tawton Scouts received his Wood Beads to show he has finished his training.
Those attending included the Assistant County Commissioner (Cubs) Sandra Johnson, Mid Devon District Commissioner Tony Johnson, Jack Bennett District chairman and his wife Di, the Mayor of Crediton Frank Letch with his wife Natalia.
Representatives of Mid Devon Scouts, Cubs, Beavers and Explorer Scouts took part in the service which was taken by Mr Guthrie. District Chaplain the Rev Preb Anthony Geering was to have given the Address but he was ill.
The collection at the end of the service was for Richard's Wish. Richard Cringe died in September 2008 aged 17. He was an Explorer Scout from Dawlish who went to the 2007 World Scout Jamboree as part of the Devon contingent.
In June 2006 he had been diagnosed with a rare cancer. Richard's Wish had been set up by his parents to give other terminally ill young people a change to do something special, as had Richard.
The service was followed by a town walk and a barbecue at Crediton Rugby Club.
