CREDITON Hamlets Parish Council met on November 5.
Planning Applications: 18/01556 Erection of roof over existing slurry store at Land and buildings at Home Farm. The council resolved to support this application.
17/0206 Remodelling – Crediton Garden Centre. Councillors considered the differences between the first plans that they had supported following a site meeting and the revised plans. It was resolved to support the application and that Cllr Mortimer would attend to support the application if it was called into Mid Devon District Council Planning Committee.
Planning Decisions: Mid Devon District Council had approved the following planning applications with conditions as filed:
18/01195 Erection of replacement porch at 20 Yeoford Meadows. 18/01391 NMA for 17/00220 to allow one additional roof light in south west elevation; raising of cob walls reduced from 1m to 0.6m; eaves detail amended to reduce fascia board to depth of gutter and first floor windows amended at Land and Buildings at Woodland Head.
18/00958 Erection of an agricultural building for livestock, hay and machinery at Land at West Wallaby Farm.
18/01478 Change of use of agricultural lands to domestic garden, erection of a car port, formation of hardstanding after demolition of existing pole barn and Installation of flue on dwelling at Rock Lane Barn, Woodland Head. Cllr Price raised an issue in relation to 18/01478 but it was agreed that this was a civil matter between landowners.
Planning Enforcement: The clerk read out the response from MDDC. Cllr Heal said that he would confirm how retrospective planning applications were dealt with.
Yeoford Community Association and Yeoford Community Group. The councillors considered a request to support the group’s application for funding and it was resolved to write a letter of support.
Venues for future meetings: The clerk reported on the latest information re venues and it was agreed that the further efforts would be made by all to confirm a venue for the December 3 meeting.
Internal Auditor 2019/20: An Internal Auditor was appointed.
Draft Statement on Anonymous Correspondence: Councillors considered the draft and it was resolved to adopt the statement which will be posted on the website.
Accounts 2018/19: It was resolved to approve payments.
Roads and Footpaths in the Parish: The chairman read out a letter sent by Meg Booth (MDDC) to Mel Stride MP helpfully clarifying responsibilities re roads and ditches. Councillors discussed again a flooding issue and it was agreed to review at the meeting in December.
To receive a report from the chairman: The chairman reported on his attendance at the Raddon Hills meeting and the concern expressed re suicide rates in rural areas.
To receive reports from councillors: Cllr Cole enquired about progress of the project at Westernlea which councillors understood was progressing.
To receive reports from Councillors Heal and Coren (MDDC): Cllr Heal reported on the progress of the Local Plan; the Inspector had now confirmed that he was content with the Junction 27 development. He also reported that Simon Trafford (MDDC) was leaving the council in December. Cllr Coren reported that MDDC was the greenest council in the country and was now working to ban single use plastics within its premises.
Correspondence: Councillors considered a letter re a project at Yeoford School and it was agreed that Cllrs Stevens, Beasley and Brimacombe would make a site visit. The clerk reported on lessons learned from a Freedom of Information request and it was agreed that the chairman, the clerk and Cllr Vigers would draw up a policy for the council to consider.
