BT recently carried out work to fit connections to a telegraph pole in Waresfoot Drive in Crediton.
Cones had been placed down both sides of the road to prevent cars from parking there and to enable BT to carry out the work, which involved part of the pavement being dug up and the rubble being removed.
Residents of Waresfoot Drive told the Crediton Courier that a cone had been moved by a non-resident and a vehicle had been parked there making it very difficult for the work to be carried out.
Residents rang Crediton Town Council and also the police using the 101 number and complained about the car.
They said that the Police and Devon Highways did turn up but were apparently unable to do anything.
